This is not a serious issue, although it’s more continent , if we can remotely download apps from web version. Like other issues and errors, this is probably a Google Play store app related issue. In my situation, I followed this method and it work.

I'd like to let you know that Google Play Store is a pre-installed app on all Android devices. So, there isn't any way to delete Google PlayStore from the device unless it is a rooted one.

Richard, I had setup the Play Store on a HTC phone without using any app specific password. Subsequently, I reset that phone for my wife, who happened to forget her password.
